Separate sealed bids for the construction of W.O. 24-01: Contract 1, 2024 Billings Water Main Replacement will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101; P.O. Box 1178, Billings, MT 59103; or bids@billingsmt.gov For security reasons, you must enable JavaScript to view this E-mail address. until 2:00 PM local time on Tuesday, February 6, 2024, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government.

The project consists of water main replacement work described in general by the following:

Schedule 1A: 3,420 LF of 12-inch PVC water main replacement in Broadwater Avenue from 11th to 16th Street West, including fittings, valves, hydrants, service reconnections, and associated work.

Schedule 1B: 360 LF of 8-inch PVC water main replacement in 13th Street West north of Broadwater Avenue, including fittings, valves, hydrants, service reconnections, and associated work.

Schedule 2A: 1,680 LF of 12-inch and 8-inch PVC water main replacement in North 18th Street north of 6th Avenue North, including fittings, valves, hydrants, service reconnections, and associated work.

Schedule 2B: 1,170 LF of 8-inch PVC water main replacement in North 17th Street and 8th Avenue North, including fittings, valves, hydrants, service reconnections, and associated work.

Schedule 3: Five water distribution system isolation valve insertions or replacements on or near 4th Avenue North, including one new hydrant lateral, and associated work.

There will be a non-mandatory Pre-Bid Conference at the office of the City of Billings Public Works Department, 2224 Montana Avenue, Billings, MT 59101 at 2:00 PM on Monday, January 29, 2024. Interested Contractors are encouraged to attend.

Contractor and any of the Contractor's subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor & Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by Contractor or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the State of Montana. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the "City of Billings, Montana" in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.

No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time on Tuesday, February 6, 2024.

The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
