Request for Qualifications
The City of Billings is executing a Request for Qualifications (RFQ) process to distribute HOME-ARP funding. The City anticipates allocating $1,029,623 to eligible respondents that will successfully manage a supportive services program. Supportive service activities must address homeless assistance needs and increase housing stability for individuals and families in Billings in the following qualifying populations: homeless; at-risk of homelessness; fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking, or human trafficking; other populations where providing assistance would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and veterans and families that include a veteran family member that meet one of the preceding criteria.

starting October 9, 2023. Responses must be submitted via the online survey tool by 5:00 p.m. on Friday, November 17, 2023.

Technical assistance is available, upon request, to interested parties through the Community Development Division. One-on-one technical assistance on eligibility and the RFQ process can be provided until Wednesday, November 8, 2023, at 5:00 p.m., and must be scheduled directly with staff.
A group technical assistance session will be held on Wednesday, October 18, 2023, at 1:00 p.m. in the 6th Floor Conference Room of the Miller Building (2825 3rd Ave N, Billings, MT, 59101).
Special arrangements for participation by individuals with hearing, speech, vision impairment or physical disabilities can be made upon request. Non-English speaking persons wishing to participate will also be accommodated through translation and/or interpretation in accordance the City’s Language Assistance Plan.
