Separate sealed bids for construction of W.O. 23-01: Contract 2, 2023 Sewer Main Replacement will be received by the Billings City Clerk, 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov

The Project generally consists of the following major work items:


Zone 1 Sewer: Princeton Avenue Area

The Zone 1 project area includes the alleys north and south of Princeton Avenue between Michigan Street and Wisconsin Street. The work in Zone 1 includes 1,180 linear feet of 8-inch sanitary sewer main replacement, manholes, service reconnections, and associated work. Bid alternates are provided for open cut replacement and cured-in-place pipe (CIPP) lining the existing sewer main.


Zone 2 Sewer: Ponderosa Drive Area

The Zone 2 project area includes a portion of Ponderosa Drive south of Poly Drive. The work in Zone 2 includes 360 linear feet of 8-inch sanitary sewer main (both open cut replacement and CIPP lining the existing sewer main), manholes, lining existing manhole, service reconnections, and associated work.


Zone 3 Sewer: Burlington Avenue Area

The Zone 3 project area includes the Burlington Avenue area between 13th Street West and 10th Street West; 12th Street West between Lewis Avenue and Burlington Avenue; Cottage Lane north of Lewis Avenue; Romelda Lane north of Burlington Avenue; and Wunnicke Lane north of Burlington Avenue. The work in Zone 3 includes 2,615 linear feet of 8-inch sanitary sewer main replacement, manholes, service reconnections, and associated work. Bid alternates are provided with a combination of open cut replacement and CIPP lining the existing sewer main.


Zone 4 Sewer: Montana Avenue Area

The Zone 4 project area includes the alley north of Montana Avenue between North 27th Street and North 20th Street. The work in Zone 4 includes the CIPP lining of 2,700 linear feet of the existing 15-inch and 18-inch clay sewer mains, a small portion of open cut replacement, service reconnections, manholes, lining existing manholes, and associated work.


Zone 5 Sewer: 1st Avenue South Area

The Zone 5 project area generally includes the area between 1st Avenue South and State Avenue and between South 41st Street and South 39th Street. The work in Zone 5 includes 3,070 linear feet of 8-inch sanitary sewer main replacement (primarily CIPP lining the existing sewer main with a small portion of open cut replacement), manholes, lining existing manhole, service reconnections, and associated work.


Zone 6 Water: 13th Street West Area

The Zone 6 project area includes 13th Street West between Yale Avenue and Princeton Avenue. The work in Zone 6 includes 345 linear feet of 8-inch water main replacement, gate valves, and associated work.

You may download the digital plan documents for a fee. The plans, specifications and a plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at www.montanbid.com. Contractors submitting a bid must be on the Engineer’s plan holders’ list, which requires purchasing the contract documents from QuestCDN.


There will be a non-mandatory Pre-Bid Conference at the office of Public Works – Depot Conference Room, 2224 Montana Avenue, Billings, MT 59101 at 2:00 P.M. on Monday, February 13, 2023. Interested Contractors are encouraged to attend.


Contractor's and any of the Contractor's subcontractors bidding or doing work on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by Contractors or subcontractors in performance of the construction work shall be paid wages at rates in accordance with the Montana Statewide Prevailing Wage Rates included in the Project Manual. The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to the “City of Billings, MT”, in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids.


The right is reserved to reject any or all proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60) days, and to accept the lowest responsive and responsible bid which is in the best interest of the Owner.
