Separate sealed bids for the construction of W.O. 20-44: WRF Nutrient Recovery Improvements will be received by the Billings City Clerk, at 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov

The project generally consists of:

? Supply and installation of new Volute Dewatering Presses in the existing Solids Processing Building:

o Structural modifications to the existing building, supports, a new monorail system, and the extension of the existing maintenance platform in support of the new dewatering units

o New TWAS (Thickened Waste Activated Sludge) pumps, piping, and ancillary items

o New chemical, polymer, filtrate, non-potable water, and other various piping systems and ancillary items

o Modifications to the existing dry polymer feed system

o Supply and installation of a new emulsion polymer feed system

o Associated Electrical, Instrumentation and Controls systems

? Supply and installation of new SWAS (Surface Waste Activated Sludge) pumps, piping, and ancillary items.

o Associated Electrical, Instrumentation and Control systems

? Modifications to the existing AFT (Air Flotation Thickener) equipment.

There will be a non-mandatory Pre-Bid Conference for all bidders that will be held on April 27, 2023 at 10:00 A.M., local time on-site at the Billings Water Reclamation Facility, 725 Hwy 87 E., Billings, MT. Interested CONTRACTORS are encouraged to attend. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. A tour of the work area will be provided.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.

Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time on Tuesday, May 16, 2023.
