Separate sealed bids for the construction of W.O. 22-19: West End Raw Water Delivery – Intake and Pump Station will be received by the Billings City Clerk, at 210 N. 27th Street, Billings, MT 59101 or P.O. Box 1178, Billings, MT 59103 or bids@billingsmt.gov

The project generally consists of:


? New raw water intake and pump station including:

o Concrete structure – foundation, retaining walls, coarse screening face, fine screening channel, pump station wetwell, pipe gallery

o Above ground precast concrete building with brick facia and hollow core roof

o 3 Vertical Turbine Pumps

o 2 retrievable brush cleaned wedge wire screens

o 6 coarse screens

o Compressed air system

o Screening backwash system

o Exterior canopy over pumps and screening channel

o Associated HVAC, Electrical, and Controls systems

? Riverbank bank stabilization rip-rap including the removal of the upstream barb

? River channel dredging

? Site work including:

o 36” transmission pipeline stub-out

o Paved/gravel access road and approach off Duck Creek Rd.

o Site grading

o Fencing

There will be a MANDATORY Pre-Bid Conference for all bidders that will be held on August 24, 2022 at 10:00 A.M., local time at the raw water intake and pump station site. The project site is located on the north bank of the Yellowstone River, along Duck Creek Road. Representatives of the Public Works Department and HDR Engineering, Inc. will be present to describe the project and answer questions. A tour of the work area will be provided. The pre-bid meeting will have a formal sign-in process, which will become the official record of attendance for the purposes of determining eligible bidders. Attendance at this meeting is mandatory for any contractor to submit a bid as a prime. In the event a bidder tenders a bid but did not attend the pre-bid meeting, the bid will be returned unopened. The list of eligible bidders will be included in the Addenda issued for the project.


CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.


Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.


No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time on Tuesday, September 20, October 18, 2022.
