Invitation for Bids - Sheriff's Office Duty Weapons and Accessories

Notice is hereby given that the Board of County Commissioners of Lewis and Clark County will receive sealed bids for the purchase of the Sheriff’s Office duty weapons and accessories. Bids will be accepted until 4:00 PM MDT on June 5, 2023. Sealed bids must be submitted to the Board of County Commissioners at 316 North Park Avenue, Room 345, Helena, MT 59623. Envelopes containing bids must be marked “Sheriff’s Office Duty Weapons and Accessories.”

Copies of the detailed IFB are available online at the link below or by contacting Casey Hayes, Purchasing Officer, at chayes@lccountymt.gov.

All bids received will be time and date stamped. The time and date stamp on each bid must indicate that it was received no later than 4:00 PM MDT on June 5, 2023. Bids received after this date and time shall not be considered. Bids will be opened and read aloud on June 6, 2023 during the public meeting of the Lewis and Clark County Commission beginning at 9:00 AM MDT in Room 330 of the City-County Building, 316 North Park Avenue, Helena, MT.

All bids must include a bid security in favor of Lewis and Clark County in the amount equal to 10% of the total net bid. The security may consist of cash, a cashier’s check, a certified check, a bank money order, a certificate of deposit, a money market certificate, or a bank draft. The security must be either:

  • Drawn and issued by a federally chartered or state-chartered bank or savings and loan association that is insured by, or for which insurance is administered by, the Federal Deposit Insurance Corporation;
  • Drawn and issued by a credit union insured by the National Credit Union Share Insurance Fund; or
  • A bid bond or bonds, original only, no copies, executed by a surety company authorized to do business in the State of Montana.

Personal checks, business checks, and facsimiles will not be accepted for bid security.

The selected vendor, in performance of work under this contract, must fully comply with all applicable federal, state, or local laws, rules, regulations, including the Montana Human Rights Act, Civil Rights Act of 1964, the Age Discrimination Act of 1975, and the American with Disabilities Act of 1990. In accordance with § 49-3-207, MCA, the selected vendor agrees that the hiring of persons will be made on the basis of merit and qualifications and there will be no discrimination based upon race, color, religion, creed, political ideas, sex, age, marital status, physical or mental disability, or national origin by the persons performing under the contract. Minority and women-owned businesses are encouraged to participate in this solicitation.

Lewis and Clark County is not responsible for paying the cost associated with preparing a bid. Bids become the property of Lewis and Clark County.

The Board of County Commissioners will award the purchase to the responsive and responsible bidder who provides the lowest bid. The Board reserves the right to reject any and all bids deemed unqualified, unsatisfactory, incomplete, or inappropriate, to waive informalities, to evaluate bids submitted, and to accept the bid which best serves the interest of Lewis and Clark County.
