The Missoula Parking Commission (MPC) is requesting proposals from qualified consultants to provide a comprehensive analysis of MPC programs, recommendations for improvements and changes, and assistance in implementation of recommendations adopted by the MPC. Specifically, the selected offeror will provide: 1) A comprehensive review of current MPC management and operations; 2) recommendations for geographic and service expansion (or contraction); 3) community engagement; and 4) Residential Parking Permit Program (RPPP) analysis and recommendations. If advisable, this project shall result in a clear justification for, recommendation for, and roadmap to the creation of a comprehensive, integrated, and citywide approach to managing the city’s diverse parking offerings. This approach should be data-driven with regional and national peers, utilize a transparent and replicable methodology and must be aligned with the city’s and MPC’s mission.
Project analysis will include an assessment of the MPC’s parking offerings and how they are managed as a system, and the RPPP to reimagine/evolve how parking is priced and managed in neighborhoods. This study will also look at areas currently not under MPC management and offer recommendations for expanded management including on-street, off-street, and RPPP parking.
