Description:

In 2020, the United States Environmental Protection Agency (EPA) selected the City of Missoula for a Brownfields Cleanup Grant to complete remediation and delisting of “MRL Triangle,” a City-owned property listed as a low-priority State Superfund site by the Montana Department of Environmental Quality (DEQ). The City successfully submitted to DEQ a Voluntary Cleanup Plan – Environmental Assessment (VCP-EA) that DEQ considered complete on September 27, 2022. The City requires the services of a Qualified Environmental Professional (QEP) as defined in 40 CFR § 312.10 to coordinate and oversee the implementation of a Voluntary Cleanup Plan – Remediation Plan (VCP-RP) for the site and to obtain from DEQ a letter of No Further Action and delisting. Work performed shall meet federal requirements for work funded by an EPA Brownfields Cleanup Grant, including but not limited to CERCLA § 104(k); 2 CFR Parts 200, 225, and 1500; & 40 CFR Part 33. The QEP will oversee all elements of cleanup including DEQ delisting and will collaborate with the City to ensure project compliance with all EPA grant requirements and other Federal cross-cutting requirements.

The City will procure a single firm to provide brownfields cleanup services. No expenditures are guaranteed to the selected offeror, but the most likely outcome is that the vendor provide services totaling approximately $200,000 over the course of 24 months. The City may, in its sole discretion, conduct procurement outside the selected Contractor for activities conducted under the grant which would benefit from additional expertise or qualifications.

Qualifications:
The Statement of Qualifications should include descriptions of roles for key personnel (including project manager, principal in charge, and others with specific expertise) expected to work on this project, and their resumes, which indicate work location, education/certifications, and experience in the following areas:
a. Meeting the standard of Qualified Environmental Professional
b. Evidence of competency to collect environmental data.
c. Management of similarly-scaled remediation projects;
d. DEQ’s Voluntary Cleanup Plan process for CECRA sites
e. Working with the EPA Brownfields Program and DEQ Superfund Program;
f. Federally-funded remediation or construction projects;
g. Oversight of soil remediation or removal
h. Institutional qualifications (including certifications or licenses) for boring and monitoring well installations (attach typical log diagram) and abandonment;
i. Health and safety requirements identified in Section 5.0 of this document
Special Requirements:
All deliverables should be submitted to the City in electronic format. Progress reports and invoicing details will be determined on a per-project basis using individual work orders.
The selected Contractor will work closely with the City project lead, and collaboratively with DEQ and EPA. The City will provide assistance in the project as merited, e.g., working with the Contractor and DEQ to prepare and record any necessary covenants. The work will be subject to Federal regulations stemming from EPA Brownfields funding, such as Davis-Bacon, National Historic Preservation, and, in procurement, the six good-faith efforts for Disadvantaged Business Enterprises.
