CONSTRUCTION MANAGER AT RISK SERVICES FOR

Improvements to Caras River Access, City of Missoula, Montana

The City of Missoula (“City”) is seeking a qualified Construction Management At Risk (CMAR) firm to provide construction management services for the development of the Caras River Access. This RFQ will identify the most qualified firms that have the resources, experience, and qualifications necessary for a project of significant complexity. The firms meeting the qualification criteria specified in this RFQ will be asked to submit proposals and interview with the selection committee. Following the RFP selection the finalist will be asked to negotiate a contract for CMAR services. Responses to this RFQ must conform to the terms, conditions, and instructions set forth in this RFQ.

This project consists of demolition and construction of new river overlook and access, on a site that is currently developed parkland and an Army Corps of Engineers Certified Levee. The project is located on the Riverbank in Caras Park at 123 Carousel Dr, in the City of Missoula.

The project includes, but is not limited to, demolition of the existing river overlook, installation of new ADA accessible concrete ramps, retaining walls, stacked boulder seating terraces, rock steps, vegetated rip rap, temporary irrigation, and site restoration. The construction budget is $1.5 million.

Electronic responses are due Thursday, January 18th, 2024 at 3:30 p.m. local time. Statements of Qualifications shall be submitted as a single file in PDF format and under 20MB in size, via the SOQ Submittal Form at www.missoulaparks.org. Late proposals will not be accepted.

To enable the Owner to efficiently evaluate the responses, firms must follow the required format in preparing their responses. Responses that do not conform to the prescribed format may not be evaluated.

Electronic delivery shall ensure PDF file format of pages shall be no larger than letter-size (8½” x 11”), or if folded to that dimension, twice letter- size (11” x 17”). Each section shall be separated by a clearly labeled divider page. Elaborate covers, dividers, etc. are not required. Online submittal form
