PRE-SOLICITATION NOTICE – NOTICE OF INTENT

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with University of North Carolina (UNC) School of Medicine to procure Collaborative Cross (CC) mice for a number of comparisons of genetic predisposition to various infectious disease, noting level of severity in the outcome of disease. These mice will be utilized to compare CCHF disease in mice as has previously been accomplished for such diseases as Ebola.



The NIH Rocky Mountain Laboratory (RML) Laboratory of Virology (LV) studies emerging and re-emerging viral pathogens with an aim of developing diagnostics, treatments, and vaccines. The department is currently working on such developments against tickborne diseases such as Crimean-Congo Hemorrhagic Fever (CCHF). LV currently uses Collaborative Cross (CC) mice for a number of comparisons of genetic predisposition to various infectious disease, noting level of severity in the outcome of disease. These mice will be utilized to compare CCHF disease in mice as has previously been accomplished for such diseases as Ebola. Only Collaborative Cross mice have been bred for these types of deep look studies of genetic predisposition to disease. No other set of mouse strains will suffice for the work of this project. UNC is the only provider/breeder of the collaborative cross mice. These animals are not available elsewhere.



The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2151889) to Dana Monroe at dana.monroe@nih.gov by 5:00pm eastern daylight savings time Tuesday, December 6, 2022. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
