INDUSTRY DAY FOR FORT PECK BUTTERFLY VALVE REHABILIATION, POWERHOUSE 2



On 17 Nov 22, from 11:00 – 12:30 MST, Government will conduct a VIRTUAL Industry Day for the Fort Peck Butterfly Valves, Powerhouse 2 project. The solicitation number for this project is projected to be W9218F23R0009. The solicitation is intended to be Unrestricted, Full and Open Competition.



In an effort to protect contractors and Government personnel, this Industry Day will be VIRTUAL and conducted via Webex and phone in accordance with the instructions below.



The intent of this Industry Day is twofold. First, to introduce the Fort Peck Butterfly Valve Rehab project to industry. Second, to allow industry the opportunity to provide feedback relating to the project specification package.



This notice does not constitute a solicitation. This announcement and the Industry Day event are for planning purposes only. Response to this notice is strictly voluntary. The Government will not reimburse any participating party for costs incurred for participation in or marketing efforts for this event.

Project Description:



Summary of Work:



The U.S. Army Corps of Engineers (USACE), Omaha District NWO, intends to pursue award of a contract to refurbish the eighteen (18) foot diameter spiral case inlet butterfly valves (BFVs) and associated systems for the two (2) generator units for Powerhouse 2 at Fort Peck Dam located near Glasgow, MT. This includes associated equipment such as valve operators (hydraulic cylinder), bypass piping and valves, spiral case and tunnel drain valves, valve access hatches and maintenance platforms, hydraulic power units (HPUs) and BFV controls.



Non-destructive examination (NDE) of the penstock tunnels will also be required to assess tunnel wall corrosion. The two (2) generator units are supplied water through one bifurcated flood tunnel which will be unwatered to perform the butterfly valve rehabilitations.



The BFVs will be refurbished in-place to improve internal bypass leakage on units 4 and 5 valve discs and address component end of life and system reliability. Refurbish existing bronze disc seals with new stainless steel mounting/adjusting hardware and o-rings, address coating deterioration and corrosion by sand blasting and re-coating, perform non-destructive examination (NDE) of discs after blast and prior to re-coating, and replace BFV shaft bearings and thrust bearings. Refurbished penstock BFV systems should be functional with limited maintenance required for a 50-year life. This contract may also include optional bid items to conduct paint repairs on the exterior of the penstocks and weld repairs on the valve discs.
