This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Miltenyi Biotec Inc. to procure:

Minimum Service Requirements:

SERVICES WILL BE PERFORMED WITHIN A “HOT LAB” BSL3 HIGH CONTAINMENT LABORATORY.

Located at: Rocky Mountain Laboratories 903 S 4th St, Hamilton, MT 59840

Technicians must complete all necessary BSL3 trainings (+ refresher courses) with RML Biosafety so that they can go into our BSL3 and work on this piece of equipment.

This instrument currently has a lapse in service coverage.

- Preventive Maintenance Service to include:

- One (1) scheduled maintenance visits

- Performance assurance checks

- Functionality and safety checks

- Safety inspections in accordance with all applicable regulations

- Cleaning of operational contaminations

- Cleaning and greasing of mechanical parts

- Examination of all connecting tubes

- Calibration of instrument components

- Optical alignment

- Performance testing with beads

- Testing of components according to Miltenyi SOP BGL-IS-SOP-000026

- Routine inspection and replacement of wearing parts

Repair Service

- Repair of instrument defects

- On-site response time within 2 working days

- Allocation of parts and labor for all necessary repairs

- Technical Support Service 24/5

- Software Update Service

Technical Support Service 24/5

- Interactive telephone and electronic mail support for the purpose of resolving

technical support incidents

- Email and chat support available 5 days a week

- Phone support availability 24 hours a day, 5 days a week

Software Update Service

- Standard device software updates (Operating system and standard applications) are performed during preventive maintenance to keep the instrument up to date with the newest software releases

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2174355 to Diana Rohlman at diana.rohlman@nih.gov by 4:00 pm eastern standard time May 22, 2023. Capability statements must address all minimum service requirements within posting to be considered. Any third-party responses must guarantee service equal to that of a direct contract with Miltenyi Biotec, the instrument manufacturer, including priority response times. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
