This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on another than full and open competition basis with Agilent Technologies Inc.

The National Institute of Allergy and Infectious Diseases (NIAID)’s Laboratory of Bacteriology requires a maintenance/service agreement for the Cytation 7 Reader Image. Program requires original manufacturer equipment (OEM) parts and services from Agilent Technologies in order to maintain the highest quality of service, support, and parts. Using non-OEM conforming parts may threaten the integrity of the equipment being serviced.

The services required are as follows:

Scope: Contractor to provide all labor, material, and equipment to provide service/preventative maintenance for the following government-owned equipment:

• Cytation 7 Reader Imager S/N 20062422

Service/Preventative Maintenance includes:

• One Preventative Maintenance (PM) visit


• Agilent's exceptional service and support by certified Biosystem Service Specialists


• Consultation with Agilent technical experts


• Repair Parts, Labor and Travel included


• Hardware and Software Telephone Support


• Agilent’s Original Equipment Manufacturer (OEM) experts, specialists, etc.

Replacement Parts: The contractor shall furnish all required replacement parts at no additional cost to the government, with the exception of consumable parts. Parts shall be new or re-manufactured to original equipment manufacturer (OEM) specifications.

Period of Performance: 08/01/2023 to 07/31/2024

Personnel Qualifications: Personnel must be certified Agilent Technologies Service Specialists.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR QUOTE. All responsible sources that could provide comparable goods and/or services may submit a capability statement that will be considered by email subject line to reference NOI-NIAID-23-2180426 to Kimberly Rubio at by 11:00 AM eastern standard time 07/28/2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
