This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Molecular Devices, LLC to provide:

The Laboratory of Neurological Infections and Immunity, TSE/Prion and Retroviral Pathogenesis Section focuses on transmissible spongiform encephalopathies (TSEs), or prion diseases and retroviral brain diseases. Research is aimed at studying the pathogenesis of transmissible encephalopathies or prion diseases. These diseases are being studied at the biochemical, cellular, and whole animal model levels. They are currently studying both chronic wasting disease (CWD) of deer and elk as well as rodent-adapted sheep scrapie. Rodent and nonhuman primate models are being used for CWD. Mutant prion protein (PrP) molecules have been expressed in neural cell cultures and in transgenic mice to study the effects of PrP alterations on agent replication and disease development. Knockout mice that lack expression of important cytokine and chemokine genes and their receptors are also used for pathogenesis studies. To fulfill these studies, this requirement is for a refurbished SpectraMaz M5 microplate/cuvette reader with the latest version of Software Pro software and a 1-year warranty for parts and labor. This reader is required for experiments being conducted by the Prion Pathogenesis group and will replace an older model microplate reader which is no longer supported by the company and the software cannot be updated, which thus provides an IT security issue.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services as based on these requirements may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2184965) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm Eastern Time Monday, August 14, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
