THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE NON-PERSONAL SERVICE CONTRACT. The Billings Area Indian Health Service intends to award a firm fixed price contract for Johnson Controls fire alarm & sprinkler preventative maintenance services in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), only one source being available to meet the Government’s needs to:

The North American Industry Classification System (NAICS) code for this requirement is 238220 – Plumbing, Heating, and Air-Conditioning Contractors; the business size standard is $19 million. The Product Service Code (PSC) is H212 Equipment and Materials Testing-Fire Control Equipment.

The objective of this sole source award is to procure non-personal services and preventative maintenance (to industry standards) for Johnson Controls Inc. equipment located at the Blackfeet Service Unit, Browning, MT 59417 & the Heart Butte Health Station, Heart Butte, MT 59448.

Statement of Work:

The contractor shall provide quarterly preventative maintenance and testing for the fire alarm systems and sprinkler systems for the Blackfeet Service Unit, Browning, MT and the Heart Butte Health Station, Heart Butte, MT. All scheduled servicing shall be accomplished in accordance with manufacturer’s recommendations and/or local maintenance procedures. Scheduled preventative maintenance includes inspections, diagnostic tests and sensitivity testing for the equipment listed. Tests will be scheduled in advance. The testing is outlined in NFPA 25 (2011 Edition) and NFPA 72 (2020 Edition). The contractor shall provide copies of testing and inspection documentation to the Facilities Management Contracting Officer’s Representative. The anticipated period of performance is for one (1) Year from date of award.

The systems are proprietary and thus can only be serviced by Johnson Controls Inc.

This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to give written notification prior to the response due date and time. If no responses are received, the Government will proceed with the award. Responses are due July 2, 2023, at 12:00 MST. Responses shall be submitted via email to teri.kittson@ihs.gov.
