This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Discover Echo Inc to procure an Echo Revolve 4, model RVSF1000D, microscope and components for use in a BSL4 laboratory at Rocky Mountain Laboratories in Hamilton, MT.
The Rocky Mountain Laboratories, of the National Institutes of Health (NIH), National Institute of Allergy and Infectious Disease (NIAID), Laboratory of Virology (LV) is requiring this model RVSF1000D microscope and components. LV scientists broadly study viral agents requiring high or maximum containment (biosafety level-2 to biosafety level-4) that cause viral hemorrhagic fevers, viral encephalitis, and certain respiratory diseases. These agents include filoviruses, bunyaviruses, arenaviruses, and coronaviruses (such as SARS-CoV-2 and MERS-CoV). This work employs investigations in cell culture; animal models, including nonhuman primates; reservoir species; and arthropod hosts in order to elucidate the viral pathogenesis, immune responses, molecular evolution, cellular and molecular biology, and vector-host interactions. Currently there are COVID-19 samples on premise ready for immediate processing. In the Molecular Pathogenesis Unit, work is being conducted with different styles of cell culture which require two different ways to view the health of cell monolayers; via upright or inversion. In years past this would be accomplished using two large-footprint microscopes, but with the invention of this microscope the capabilities of two microscopes have been combined into one. This microscope will serve the required purposes while allowing LV to maximize its minimal space for bench work and equipment. This microscope will be taken in to the BSL-4, and is the same as the LV microscope in the BSL-2. It is very difficult to train someone on equipment in the BSL-4 due to the containment restrictions so this will allow training to be done in the BSL-2 for staff that will ultimately use the BSL-4 location. By having the same style microscope, LV can more easily and safely train people on equipment at BSL-2 before use in the BSL-4.
