COMBINED SYNOPSIS/SOLICITATION
This is a combined synopsis/solicitation for commercial products or commercial services
prepared in accordance with the format in subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be issued.
(i) The solicitation number and a statement that the solicitation is issued as a request for
quotation (RFQ).
(ii) A statement that the solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular FAC 2023-04 dated June 2, 2023.
(iii) A notice regarding any set-aside and the associated NAICS code 238160 Roofing
Contractors and small business size standard $19 Million.
(iv) A list of line item numbers may be found in page Section B.1 Schedule of Items.
(v) Description of requirements for the items to be acquired may be found in page Section B.1

SCOPE OF CONTRACT
The Air Operations Building, located on the Aerial Fire Depot campus, was constructed in 2003.
The roof appears to have had shingles placed over existing shingles, creating a built-up asphalt
shingle roof. The purpose of this project is to re-roof the entire building, including but not
limited to complete removal of the existing roofing system, inspection of the existing roof deck
for deterioration and repair via Base Pay Item 002, and installation of a new asphalt shingle roofing system in accordance with the IBC. Install new pipe boots, replace damaged flashing and other
appurtenances. Where the project manual and manufacturer instructions and auxiliary materials
disagree, follow manufacturer’s instructions.
Cleanup and dispose of all roofing waste down to raking, sweeping, and running a ground
magnet in proximity of the building. The contractor must mark and block off all work areas with
highly visible tape and cones to ensure the safety of employees working within the building
during roof repairs.
Project Location
The project is located in Missoula, Montana. The particular building of interest is the Air Operations Building – which is located on the Missoula Aerial Fire Depot campus. See J-5 for a site-specific vicinity map.
