This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Steris Corporation, 5960 Heisley RD, Mentory, Ohio 44060-1834, United States, to procure an upgrade to the Steris Autoclave Control Systems.
A key component of the Division of Intramural Research, RML is perhaps best known for its research into vector-borne diseases, such as Rocky Mountain spotted fever, Q fever, and Lyme disease—three illnesses caused by microbes whose names pay tribute to the former RML scientists who discovered them.
Building 28, ABSL-4 Suite D requires a new computer system for a steam sterilizer (aka autoclave). Autoclaves are critical equipment for the entire maximum containment laboratory operation and they must be kept in consistent and reliable operation to support lab research and to maintain compliance with CDC Select Agent requirements.
This is an emergency order because RML has only one 2 week window in April 3-14 of 2023 to accomplish this new equipment install during an annual facility shutdown. If this emergency order is not executed there will be impacts to scientific program activities and research animal caretaking in Suite D for at least one year before the next annual shutdown.
This order includes services installing new instrumentation and equipment, and computer system on one Steris Model SLH autoclave in ABSL-4 Suite D.

The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2167518 to Rita Davis at rita.davis@nih.gov, by 12:00 pm eastern standard time Tuesday, March 28, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
