The solicitation is planned to be solicited in the next 15-30 days. Refer to the plans/maps attached for details of the buildings and grounds.
This requirement is planned to be a set aside for Economically Disadvantaged WOSB (EDWOSB) Program Set-Aside (FAR 19.15).
DESCRIPTION: The purpose of this requirement is for the Contractor to fully furnish and provide janitorial and grounds maintenance services; ground maintenance includes lawn care and snow removal services within Government-owned facilities and properties for the U.S. Forest Service (FS) located at Fort Missoula, Missoula, MT. This contract is to provide a healthy and clean facilities, weed free, well maintained, and well-groomed green lawns, and a safe driving environment during snow conditions for all FS employee’s, visitors, and the general public.
The Contractor shall provide all management, tools, materials, equipment, and labor necessary to ensure the requirements are met within the contract peformance work statement (PWS) and the solicitation provisions and clauses at Government offices listed in a manner that will maintain a satisfactory facility condition and present a clean, neat, safe, and professional appearance. The Contractor's workforce shall perform all tasks listed in the performance work statement (PWS).
This requirement is for performance-based services. Performance-based means the Contractor is responsible for the end result, end product that meet a satisfactory level of acceptance of the Government performance standards.

a) Building 24 (Lolo National Forest Supervisor’s Office and Missoula Ranger District)
Approximately 38,000 sq. ft. maintained area presently occupied by the Lolo National Forest (LNF) Supervisor's Office and the Missoula Ranger District (excludes the telephone equipment room, archive storage areas and the computer room).
- Bldg. 24 consists of three levels (Basement Level, Main Level, and the Second Level).
b) Building 26 (Regional Office)
Approximately 38,000 sq. ft. maintained area presently occupied by the Region 1 Northern Headquarters.
- Bldg. 26 consists of three levels (Basement Level, Main/First Floor, and the Second Level).
c) Building 46 (Jailhouse)
Approximately 3,750 sq. ft. presently occupied by the Lolo National Forest Fire Personnel (excluding the garage bays and storage room on the first floor).
- Bldg. 46 consists of three levels (Basement Level, Main/First Floor, and the Second Level).
PERIOD OF PERFORMANCE (estimated at this time):
Base Year July 1, 2023 through June 30, 2024
Option Year 1: July 1, 2024 through June 30, 2025
Option Year 2: July 1, 2025 through June 30, 2026
Option Year 3: July 1, 2026 through June 30, 2027
Option Year 4: July 1, 2027 through June 30, 2028
No site visit is schedule at this time by the Government. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
