75H709-NC23Q-005 is issued as a request for quotation (RFQ) for Orthopedic Clinics at the Northern Cheyenne Service Unit (NCSU) in Lame Deer, Montana. This procurement is conducted pursuant to the authority of Federal Acquisition Regulation (FAR) Part 12, Commercial Items in conjunction with FAR Part 13.5, Simplified Procedures for Certain Commercial Products and FAR 37.4, Non-Personal Healthcare Services Contracts and HHSAR Subpart 326.6, Acquisitions Under the Buy Indian Act.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04.

TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers:

1st Tier: Indian Small Business Economic Enterprises

2nd Tier: All other Small Business Concerns.

3rd Tier: Large Business

This solicitation is initially set-aside for Indian Small Business Economic Enterprises (ISBEE) pursuant to the Buy Indian Act 25 U.S.C. 47. If IHS does not receive at least two reasonably priced offers from ISBEE concerns, IHS will then evaluate quotes and consider award to the other tiers in the same manner. (in order of first consideration to last consideration).
