This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Transnetyx, Inc to procure continued murine fecal sample services (225 samples) for the NIAID Laboratory of Bacteriology, Salmonella Host Cell Interactions Section located at Rocky Mountain Laboratories in Hamilton, MT.
The Salmonella-Host Cell Interactions Section’s major areas of research are the interaction of the Salmonella Typhimurium with epithelial cells; Salmonella Typhimurium and the blood brain barrier; and developing attenuated S. Typhimurium for cancer treatment. This requirement is to procure shallow shotgun metagenomic sequencing of mouse feces for microbiome composition analysis prior to infecting with Salmonella and after infection to assess what effect Salmonella has on the microbiome during infection. These results will be compared against results from previous studies provided using the same services and vendor and thus require the exact same process so as to not skew the results. The studies are being used to uncover new preventative and treatment options to slow or eliminate the pace of outbreaks with the goal of keeping the public safe.
The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement along with documentation proving they can provide the required services listed herein; this will be considered by email (subject line to reference NOI-NIAID-23-2176451 to Dana Monroe at dana.monroe@nih.gov by 5:00pm EDST Monday, June 5, 2023. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
