W912DW-23-R-0003 – Libby Dam T-1 Transformer Rehabilitation Sources Sought Announcement



This is a SOURCES SOUGHT ANNOUNCEMENT and is for informational and market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The proposed action will be a firm-fixed-price contract for construction. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought announcement or any follow-up information.



The North American Industry Classification System (NAICS) code for this project is 237130, Power and Communication Line and Related Structures Construction. The Product Service Code (PSC) is J036, Maintenance, Repair and Rebuilding of Equipment: Special Industry Machinery. The associated Small Business Size Standard is $39.5 Million.



Responses to this Sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. This is not a request to be placed on a solicitation mailing list and is not to be construed as a commitment by the Government. The results of this survey will be in effect for a period of one year from the date of this notice. The purpose of this sources sought announcement is to gain knowledge of potentially qualified Small Business, 8(a), Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, and HUBZone contractor sources; as well as their size classifications relative to the NAICS code 237130, PSC J036, and Small Business Size Standard of $39.5 Million. Depending upon the responses associated with the business categories listed above, the solicitation will either be set aside in one of those categories or be issued as unrestricted and open to both small and other than small businesses. After review of the responses to this announcement and, if the Government still plans to proceed with this project, a separate solicitation announcement will be published on SAM.GOV. Responses to this announcement are not an adequate response to any future solicitation announcement.



PROJECT DETAILS:



Libby Dam T-1 Transformer Rehabilitation



The work includes the refurbishment of one three-phase Class II generator step up (GSU) transformer and incidental related work. The transformer refurbishment work includes, but is not limited, to the following:



a. Performance of pre-refurbishment inspections and tests.



b. Draining and storing the transformer oil.



c. Performance of internal transformer inspections.



d. Perform transformer weld leak repairs.



e. Servicing the de-energized tap changer and operating handwheel.



f. Provision and replacement of transformer equipment and devices including all bushings, surge arresters, expansion tank air cell bladders and pressure-vacuum bleeder valves, dehydrating breathers, vacuum valve, oil level and temperature indicators, pressure relief device with discharge piping, rapid pressure rise seal-in relay, bushing potential devices, and low-voltage flexible connectors.



g. Provision of new mounting hardware, conduit and wiring to replacement equipment and devices.



h. Provision and replacement of all transformer gaskets.



i. Disassembly of transformer equipment and deluge piping as required to remove radiators for their cleaning, pressure testing and performance of weld leak repairs, and their subsequent reinstallation.



j. Clean concrete vault.



k. Refill transformer with oil, perform degassing and addition of oxidation inhibitor, including the provision of 300 gallons of additional transformer oil.



l. Hand-cleaning the transformer and performance of touch-up painting.



m. Provision of 48 new low-voltage flexible bus connectors.



n. Performance of pre-operational inspections, tests, and commissioning.



o. Provision of environmental protection materials and equipment, and compliance with environmental requirements.



p. Compliance with lead-based paint abatement requirements for locations where the paint is disturbed during the refurbishment process.



q. Provide transformer operations and maintenance manual updates final record drawings.



r. Furnish training for Government personnel.



Pursuant to FAR 36.204, the estimated magnitude of construction is expected to be between $1 Million and $5 Million.



PLACE OF PERFORMANCE:



The transformer is located at Libby Dam Powerhouse, 17 miles east of Libby, Montana. Contractor access to the work site will be from Montana Hwy 37.



REQUIREMENTS:



Interested firms should submit a capabilities package, to include the following:



1. Firm's name, address (mailing and URL), point of contact, phone number, and email address.



2. CAGE code and UEI.



3. Firm's interest in bidding on the solicitation, if issued.



4. Business Classification: Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Historically Underutilized Business Zone Small Business (HUBZone), 8(a) Program, or Other Than Small Business (Large Business).



5. Firm's joint venture information (if applicable).



6. Bonding information (provide bonding limits on the bonding company's letterhead):



a. Single bond



b. Aggregate



c. Point of contact for the bonding company



7. Please complete and return the attached questionnaire regarding Small Business subcontracting goals if responding as an Other Than Small Business (Large Business).



8. Submit at least three, but not more than five, project examples demonstrating relevant experience in transformer rehabilitations like the scope of work described in the PROJECT DETAILS above. Provide a customer point of contact including name, phone number, and email address with each project example or a list of your firm’s current or past performance. Submitted projects must be similar in price to the magnitude of construction stated above.



All interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their interest and ability to meet all requirements stated above. Prior Government contract work is not required for submitting a response to this announcement.
